1.	Policy HOU18 of the Adopted Great Yarmouth Borough Wide Local Plan states that extensions and alterations to dwellings will be permitted where the privacy and amenity of neighbours are adequately safeguarded. The extension or alteration must:- (a) Be in keeping with the design of the existing dwelling and the character of the area; (b) Not prejudice the amenities of a neighbouring dwelling; and (c) not result in overdevelopment of the site's curtilage. The proposal is contrary to the objectives of policy HOU18 in that the addition of a first floor extension over the existing lounge would result in a bulkly overbearing structure in close proximity with the boundary with the neighbouring property which would adversely affect the amenities of the occupiers of the neighbouring dwelling by reason of overshadowing.
