| 1. | The proposal constitutes an over-intense and unneighbourly use of the property which would, particularly because of the lack of any sound proofing scheme, be detrimental to the residential amenities of the occupiers of the adjoining dwelling and to the occupiers of the proposed bedsit units. Furthermore, if approved, the proposal would result in the formation of a number of cramped and sub-standard units of accommodation which would not afford the standard of residential amenity normally required and would create an undesirable precedent for further similar uses of the terraced houses in the area, the cumulative effect of which would be detrimental to the character of the locality. Policy HOU23 of the Adopted Version of the Great Yarmouth Borough-Wide Local Plan states that the conversion or change of use of properties to bed sits and other types of multi-occupied units of residential accommodation will be permitted subject to a number of criteria but for the above reasons the proposal is considered to be in conflict with criteria (b) and (f) of that policy. |
