| 1. | The proposal is contrary to the provisions of Policy HOU10 of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001) in that the application site is outside any "Village Development Limit" as defined in the Plan, and that no evidence has been put forward to the effect that the dwellings are required in connection with agriculture, forestry, organised recreation, or the expansion of existing institutions. |
| 2. | The proposal is contrary to the provisions of Policies NNV3 and NNV5 of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001) in that the erection of four detached houses on the application site would, by adding to and thereby consolidating the existing isolated cluster of dwellings in this locality, be unacceptably damaging to the rural character and appearance of this part of the countryside. |
| 3. | DETR Circular 03/99 indicates that septic tank drainage should, in instances such as this, only be considered when other means of disposal such as sewage treatment or cesspool have been eliminated as unachievable. Under the Circular, the applicant is obliged to undertake an assessment of the options and when proposing a septic tank to include a report furnishing proof that it was the only achievable form of providing foul drainage, and that no environmental harm will occur as a result of its installation. No such report has been received and the proposal is, therefore, contrary to the requirements of the Circular.
