| 1. | The proposed extension is considered by the Broads Authority to be of excessive scale and of a design which is not in character with the existing dwelling and is tantamount to a new dwelling in the countryside where new dwellings are only permitted in exceptional circumstances; the proposal is therefore contary in the first instance to Policy H11 of the Broads Authority Local Plan 1997 in that extensions will only be permitted where the scale and character of the existing dwelling is not significantly effected and secondly H 2 of the Local Plan which only permits residential development in the circumstances set out in Policies H3,H5, H6, H7, H9, H12,H13, or TR11 none of which are applicable here.
