1.	The proposal represents undesirable backland development because of the inadequate access which is long and narrow with poor visibility and the adverse effect on the occupiers of the neighbouring properties; it would therefore be contrary to Policy TCM 13 of the Great Yarmouth Local Plan 2001 which states that development will not be permitted where it would endanger highway safety or the satisfactory functioning of the highway network and Policy HOU 7 criteria (E) in particular which states that the proposal should not adveresly impact upon the residential amenities of adjoining dwellings.
