1.	The applicant has not demonstrated that he controls sufficient land to provide adequate visibility splays at the proposed site access. Consequently, if permitted, the proposed development would be likely to cause hazard to road users and prejudice conditions of highway safety in conflict with Policies TCM13, HOU8 (criterion C) and HOU15 of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001).
2.	Furthermore, the siting of the proposed dwellings to the rear of Clifton Cottages would be likely to be detrimental to the residential amenities of those existing properties by reason of loss of privacy, noise and general disturbance. The proposal is, therefore, considered to be contrary to the provisions of Policies HOU8 (criterion E) and HOU15 of the Borough-Wide Local Plan.
