1.	Policy HOU18 of the Adopted Version of the Great Yarmouth Borough Wide Local Plan states that extensions and alterations to dwellings will be permitted where the privacy and amenity of neighbours are adequately safeguarded. The extension or alteration must :- (a) Be in keeping with the design of the existing dwelling and the character of the area; (b) Not significantly affect the amenities of a neighbouring dwelling ; and (c) not result in overdevelopment of the site's curtilage. The proposal is contrary to the objectives of policy HOU18 in that the addition of a first floor extension of the bulk and height proposed over the existing garage close to the eastern boundary of the plot would be an unneighbourly form of development by virtue of overshadowing, loss of visual amenity resulting in a form of development out of character with the area contrary to the criteria of the policy..
