| 1. | The proposed development by virtue of the provision of 61 dwellings on the school playing field is considered by the Local Planning Authority to be contrary to the provisions of both Planning Policy Guidance Note 3 and the Norfolk County Structure Plan adopted 1999, Policy CS.1, criteria Vii, which seeks to maximise the development potential of previously used land, whilst safeguarding existing areas of open space in the urban environment. In the absence of any completed urban capacity study to support the review of housing allocations in the Great Yarmouth Borough Wide Local Plan 2001, the Borough Council considers the application to be premature and unsupported by any proven need for the allocation of additional housing land to meet the need for a 5 year supply. Furthermore the loss of playing field space is is considered to be contrary to the provisions of Planning Policy Guidance Note 17 and the policies of Sport England which seek to protect such facilities as a resource for the future. This position is supported by Policies HOU 7 and EDC3 of the Great Yarmouth Borough Wide Local Plan which discourages development in areas where there are identified shortfalls in community facilities and public open space. Presently the Parish of Bradwell has a deficiency of 5 hectares of open space measured against the National Playing Field 6 acre standard. |
