1.Policy H2 of the Broads Local Plan 1997 states that outside development boundaries as defined on the proposals map, residential development will not be permitted except in exceptional circumstances. The proposal would be contrary to this policy in that the dwelling would be sited outside any existing development boundary and no evidence that has been put forward in respect of the need for a dwelling in this location to justify a departure from this policy the objective of which is to control development in the countryside.
2.The site is outside any area allocated for develpment and the proposal is contrary to Policy H8 of the Norfolk structure Plan 1999 which states that in the countryside housing development will not take place unless- criteria (i) it is shown to be needed in connection with agriculture, forestry, organised recreation or the expansion of existing institutions; and (ii) it could not reasonably be provided within a settlement and no evidence has been put forward to justify departure from the Policy.
3.The site is located in an area liable to flooding and the application has not been acccompanied by a Flood Risk Assessment of whether the proposed development is likely to be affected by flooding and whether it will increase the flood risk elsewhere and of the measures proposed to deal with the affects and risks, therefore the Local Planning Authority is not satisfied that any flood risk to the development or additional risk arising from the proposal will be sucessfully managed, to ensure that the site is can be developed and occupied safely and therefore the proposal is contrary to the requirements of Planning Policy Guidance 25.
