1.	The proposal is contrary to Policy HOU8 of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001) in that the dwelling would, by reason of its height and relationship to the existing dwellings at the rear of the site, constitute an unneighbourly form of development which would have an overbearing and oppressive effect on the outlook from those properties. Furthermore, in view of the size of the proposed dwelling and its close proximity to the rear boundary, and the adverse effect it would have on the residential amenities of adjoining occupiers, the proposal is also considered to be an overdevelopment of the site.
