| 1. | Policy HOU8 of the Great Yarmouth Borough - Wide Local Plan states that individual dwellings or small groups of dwellings may be permitted in Burgh Castle but criterion A states that proposals should not be significantly detrimental to the form and character and setting of the settlement and criterion C requires that suitable access arrangement can be made. It is considered that the proposal to erect a bungalow on the application site which forms the rear curtilage to the existing chalet bungalow would be an undesirable sub-division of land detrimental to the form and character of the settlement and creating a precedent for similar sub-division of plots in the locality. Furthermore Back Lane is considered unsuitable to serve the development proposed by reason of its restricted carriageway width, lack of adequate passing provision, poor alignment and sub-standard levels of visibility at the western junction with High Road. |
| 2. | Planning Policy Guidance Note 25 states that those proposing development are responsible for providing an assessment of whether the proposed development is likely to be affected by flooding and whether it will increase flood risk elsewhere and of measures proposed to deal with these affects and risks. The proposal has not taken into account the flood risk associated with this development and is therefore contrary to the above mentioned guidance. |
