| 1. | Policy HOU18 of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd. February 2001) states that extensions and alterations to dwellings will be permitted where the proposal : (i) is in keeping with the design of the existing dwelling and character of the area; (ii) would not significantly affect the amenities of any neighbouring dwelling; and (iii) would not result in overdevelopment of the site. The proposal is deemed to be contrary to criteria (i) and (ii) of this policy in that the erection of a two storey side extension in such close proximity to the boundary of the site would, because of its height and bulk, give rise to an unduly obtrusive feature which would be out of character with adjacent properties and which would have an unbalanced effect on the appearance of the pair of dwellings to the detriment of the character and appearance of the street scene. Furthermore, if approved, the proposal would create an undesirable precedent for further similar developments to close in the spaces between the houses thus resulting in a cramped appearance of the street scene which would significantly harm the character and visual amenity of the area. |
