| 1. | The site is within an area designated as a Secondary Holiday Area in the Adopted Version of the Great Yarmouth Borough-Wide Local Plan and the relevant policy to the Plan (TR12) states that :-
Subject to other policies in the Plan, within Secondary Holiday Accommodation Areas, as shown on the Proposals Map, proposals for a change of use to a single dwelling, self contained residential flats, residential homes or nursing homes may be permitted if the applicant can demonstrate that :-
(A) The proposed development would not have a significant adverse effect, either individually or cumulatively on the character of the area;
(B) The proposed development would not have a significant adverse effect on the residential amenity of those living in the area or to the users of adjoining property or land;
(C) Parking and servicing arrangements can be provided in accordance the Council's standards set out in Appendix (A) to Chapter 3 of the Plan; and
(D) In the case of an acceptable proposal for a change of use of part of the property, the proposed development would result in an improvement to the remainder of the hotel, guest house or property.
Having regard to the substantial size of the building in question the number of units of holiday accommodation which will be lost and the residential units which will be created, it is considered that the proposed change of use will have a significant adverse effect on the character and amenities of this mainly holiday area. The proposal is therefore deemed to be contrary to criteria A and B of Policy TR12 of the Great Yarmouth Borough-Wide Local Plan and prejudicial to the Council's objective to safeguard Tourist accommodation and prevent unneighbourly uses. |
