1.	Policy HOU18 of the Borough Wide Local Plan states that extensions and alterations to dwellings will be permitted where the proposal : (a) is in keeping with the design of the existing dwelling and the character of the area (b) would not significantly affect the amenities of any neighbouring dwelling; and (c) would not result in over-development of the site. In this instance the first floor addition being right on the boundary with the adjoining terrace house would be significantly detrimental to the residential amenities of the occupiers of that dwelling by reason of overshadowing. The proposal would therefore be contrary to criterion (b) of the above mentioned policy.
