1.Policy HOU10 of the Adopted Version of the Borough-Wide Local Plan seeks to limit housing development outside towns and villages to those dwellings required in connection with agriculture, forestry, organised recreation, or the expansion of existing institutions, where it can be demonstrated that the need for the proposed development could not be met within an existing settlement. The proposal does not meet these criteria and would, consequently, be contrary to the provisions of the Local Plan.
2.The proposal is contrary to the provisions of Policy NNV2 of the Adopted Version of the Borough-Wide Local Plan in that the erection of a dwelling in this location would only serve to consolidate the present sporadic development detracting from the open character and appearance of this part of Ormesby St. Michael.
3.The proposal is contrary to the provisions of Policy TCM11 of the Adopted Version of the Borough-Wide Local Plan in that it would lead to additional slowing, stopping and turning movements on a stretch of classified highway where the principal function is that of carrying traffic freely and safely. The slowing and turning of vehicles associated with the proposed development would be likely to result in added conflict and interference with the passage of through vehicles to the detriment of that principal function and introduce further possible traffic conflict on a stretch of Principal Route where traffic speeds are high. continued on next page :-
