1.	Policy HOU21 of the Great Yarmouth Borough Wide Local Plan states that proposals for nursing homes falling within Class C2 of the Town and Country (Use Classes Order) 1987 will be permitted providing the proposal meets laid down criteria. The proposal is contrary to this policy in that it does not comply with criteria (a), (f) & (j) as access and parking is limited and further restricted by considerable on-street parking in the locality; furthermore the use of the premises would be likely to have an adverse impact on the amenities of nearby residents by reason of noise, activity and general disturbance.
