1.	The site is within a Conservation area where it is the Council's policy to preserve and enhance the character of the locality.It is considered that the proposal does not conform with this concept in that the proposed siting of the kiosk would give rise to a clutterted appearance on this part of the Market Place, which has been laid out as an amenity area, and would be detrimental to the character and appearance of this open section of the Market Place and thereby in conflict with Policy BNV10 in the Adopted Version of the Great Yarmouth Borough-Wide Local Plan.
