| 1. | The proposed development would be contrary to the interests of highway safety because Kennel Loke is unsuitable to cater for any intensification of vehicular use whatsoever by virtue of its restricted width, poor alignment and lack of passing provision. Moreover visibility from the proposed private access, wherever positioned would be severely restricted and likely to cause hazard and inconvenience to other road users. The proposed development would therefore be contrary to Criterion (C) of Policy HOU7 of the Adopted Version of the Great Yarmouth Borough - Wide Local Plan which requires that new residential development within the settlement boundaries identified on the proposals map in the village of Hopton should have suitable access arrangements. |
| 2. | There is scope for the creation of further residential plots in this vicinity and any permission granted on the application site would create an undesirable precedent whereby such proposals would be difficult to resist, thus further exacerbating the unsatisfactory highway situation in the area. |
