1.The proposal, in the form of either alternative 'A' or alternative 'B', is contrary to Policies NNV1, NNV2, NNV3 and NNV5 of the Adopted Version of the Borough-Wide Local Plan in that the development, which would encroach upon agricultural land beyond the confines of the main built-up part of the existing settlement, would have a serious adverse effect on the landscape character of the area, particularly as this locality is designated as being of "Outstanding Natural Beauty". Furthermore, development of a 'domestic' form and style, as proposed, which would extend into open landscape that stretches down to the marshland to the north, would detract from the appearance of the area and could, if permitted, set a precedent for similar proposals elsewhere in this or other areas of landscape importance within the Borough.
2.The Local Planning Authority considers that the use of the new access (alternative 'A') or any increased use of the existing access, as altered, (alternative 'B') is likely to have a detrimental effect on the safety and free flow of traffic on the B1159 Horsey Road and is therefore contrary to Policy TCM13 of the Adopted Version of the Borough-Wide Local Plan.
