1.	The application site is within an area identified in the adopted Great Yarmouth Borough-Wide Local Plan as landscape important to the coastal scene. Policy NNV3 of the plan states that in such areas the Council will only permit development that would not significantly detract from the essential open character of the area. The creation of a residential garden on the application site constitutes an innappropriate 'domestic encroachment' onto previously open countryside in this sensitive location between Gorleston and Hopton and is contrary to the above mentioned policy. Furthermore the change of use if approved would create a precedent for similar proposals elsewhere in this or other areas of landscape importance within the Borough.
