1.	The development must be begun not later than five years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2.	The first floor flat shall only be occupied by Mr. P. K. Lucas and Mrs. S. M. Lucas and any dependants residing with them and only for such period of time as they are operating the ground floor shop and the consent shall not enure for the benefit of the land nor of any other person for the time being having an interest therein. The reason for the condition is :- This permission is granted under exceptional circumstances for a form of uncovered external stairway not normally permitted by the Local Planning Authority and permission has only been granted in this instance having regard to the applicants' particular circumstances and to enable the Authority to ensure the provision of a suitably covered access when the property changes ownership.
