1.	In the absence of a completed urban capacity study demonstrating a need for the additional allocation of greenfield residential land, the proposed development is considered to be contrary to the provisions of the Norfolk County Council Structure Plan and Policies SO1, HOU4, HOU10, NNV3 and NNV5 of the Borough-Wide Local Plan (adpoted by the Borough Council on 23rd February 2001), being development beyond the settlement boundary of the village of Caister which will have an adverse impact on the landscape setting of the village.
