1.	Policy HOU19 of the Modified Deposit Version of the Borough-Wide Local Plan states that extensions and alterations to dwellings will be permitted where the proposal: (A) is in keeping with the design of the existing dwelling and the character of the area; (B) would not significantly affect the amenities of any neighbouring dwelling; and (C) would not result in over-development of the site. The proposal is contrary to the objectives of this policy in that the extension would, by reason of its height, mass and close proximity to the northern site boundary, be over-dominant in relation to the adjoining property and would thereby have an overbearing and oppressive effect on its outlook. Furthermore, by the creation of a first floor window at the rear of the extension, the proposal would introduce an unacceptable degree of overlooking of adjacent property.
