1.Whilst it has already been established that there is no objection in principle to the residential development of this site, it is considered that the proposal to gain access to the site by way of the existing Watson's Close cul-de-sac is in conflict with criteria A, C and E of Policy HOU7 of the Temporary Adopted Version of the Borough-Wide Local Plan. In the opinion of the Local Plan Authority the use of the existing cul-de-sac as the sole means of access to the proposed 21 dwellings will have a significant adverse effect on the character of the locality and the residential environment of the occupiers of the existing properties by reason of noise and disturbance, together with associated danger and security implications. Moreover, susequent to the principle of residential devlopment having been accepted imminent proposals to traffic calm Warren Road and the demolition of a delisted building have made possible an alternative means of access to the site which has not been explored in detail by the applicants despite the known strong opposition to their submitted scheme.
2.The submitted scheme appears likely to result in the loss of a mature oak tree covered by a Tree Preservation Order, whereas modified access arrangement would enable this tree to be retained.
