1.	The site is within a conservation area where it is the Council's practice to permit redevelopment only if the replacement building or the after use of the site would preserve or enhance the character or the appearance of the site. It is considered that the proposal does not conform with this concept and that the formation of a temporary car park would be detrimental to the general character and to the visual amenities of the locality and thereby in conflict with the policy at paragraph 9.1.19.1.of the Modified Deposit Version of the Great Yarmouth Borough-Wide Local Plan.
2.	Because the site is situated at the heavily trafficked junction of Northgate Street with Rampart Roadwhere visibility on both frontages is severely restricted by parked cars, the proposed use would give rise to conflicting traffic movements and would result in additional hazards to road users and detriment to the safety and free flow of traffic.
