1.	The proposal is outside of any area defined in the Development Plan where residential development might be permitted other than in connection with either agriculture, forestry, organised recreation or tourist facilities or the expansion of existing institutions. In the opinion of the Local Planning Authority the reasons put forward in support of the application are not adequate to justify a dwelling here and the proposal is considered to be contrary to the following policies: Policy H8 of the Norfolk Structure Plan 1999. Policy HOU4 of the statutory Great Yarmouth South West Area Local Plan. Policy HOU9 of the Modified Deposit Version of the Great Yarmouth Borough Wide Local Plan 1999. The revised position of the proposed dwelling following the earlier refusal of planning permission here on 23rd February, 2000 (06/00/0029/O) does not alter the objections to the principle of what is proposed.
