1.	The site is within a Conservation Area where it is the Council's policy to preserve and enhance the character of the locality. It is considered that the proposal does not conform with this concept in that the siting of fairgound-type structures on this part of the Market Place, which has been laid out as an amenity area, would be inappropriate and would be detrimental to the character and appearance of this open section of the Market Place and thereby in conflict with the new policy contained in paragraph 9.1.19.1. of the Modified Deposit Version of the Great Yarmouth Borough-Wide Local Plan.
