1.The proposal is contrary to Policy H2 of the Broads Local Plan 1997 which states that outside the development boundaries defined in the Proposals Map Insets, residential development will not be permitted except in the circumstances set out in policies H3, H5, H6, H7, H9, H12, H13 or TR11. This proposal is not within any defined development boundary and none of the exceptional circumstances referred to in the above policies applies here. Moreover, the location is particularly unsuitable for residential development as it has no vehicular access, limited space, no mains drainage and is within an area susceptible to fluvial flooding.
2.The proposal is also contrary to Policy C7 of the Broads Local Plan 1997 regarding waterside development which states that development on or close to the waterside will not be permitted outside the development boundaries as defined on the Proposals Map Insets except where it is accordance with other relevant policies in the Local Plan. This site is outside these development boundaries and is not in accordance with any other relevant policy.
3.Policy B11 of the Broads Local Plan 1997, regarding design, states that development will only be permitted if its scale, form, design, external materials and colour would be appropriate to its setting and that new development in the built environment should respect the character of the area. The design proposed is not considered to be appropriate to this setting or to respect the character of the area and provides inadequate information in relation to the position of the dwelling within the site, its relationship with adjoining dwellings, whether or not the existing tree is to be retained and what the relative site and floor levels are. The proposal is considered contrary to Policy B11 and also lacking in important points of detail.
