| 1. | In respect of this proposal there is neither sufficient information on the level of use nor an appropriate assessment of its enviromental effects to satisfy the Broads Authority that there would not be a significant adverse effect upon the ecological value of the adjacent Breydon Special Protection Area which is an internationally protected site. For this reason, the proposal is considered to be contrary to policies ENV6 of the Norfolk Structure Plan 1999 and C2 of the Broads Local Plan 1997. |
| 2. | The Broads Authority was established to protect the landscape and wildlife in the Broads from inappropriate development as a priority over other considerations. It is considered that the noise and disturbance arising from the proposed activity, and the development associated with it, would be contrary to this overall aim and detract from the beauty of the marshland landscape and the quiet enjoyment and wilderness quality offered by the area to the visitor and that this would be contrary to Policy ENV14 of the Norfolk Structure Plan and Policy C14 of the Broads Local Plan 1997. |
