1. | Policy HOU19 of the Modified Deposit Version of the Borough-Wide Local Plan states that extensions and alterations to dwellings will be permitted where the proposal:
(A) is in keeping with the design of the existing dwelling and the character of the area;
(B) would not significantly affect the amenities of any neighbouring dwelling; and
(C) would not result in over-development of the site.
The proposal is contrary to the objectives of this policy in that the substantial extension depicted in the application would create a most unbalanced effect to the front elevation of this dwelling, virtually 'filling' all the space between the dwelling and the plot boundary. This would in turn upset the sequential pattern set by the properties on either side, which are all of a similar design in this group of houses facing Decoy Road, and seriously affect the street scene. Furthermore, the extension would have the effect of dominating the adjoining dwelling by reason of its mass and situation in relation to the plot boundary.
The Local Planning Authority also considers that, if permitted, the extension would set a precedent for similar proposals which could result in an undesirable terracing effect that would be out of character with the existing development.
