| 1. | The site occupies a prominent position within a conservation area where it is the Council's policy to preserve and enhance the character and appearance of the locality. It is considered that the proposed development does not conform with this concept in that the metal cladding on the proposed porch is deemed to be be an alien and inappropriate material which would be unsympathetic to the character of the existing building and thereby detrimental to the visual amenities of the locality. |
| 2. | The proposed porch would completly block the existing footway leading from Yarmouth Way to the Library thus making it necessary for pedestrians to use the turning area of the adjacent car park. This is considered to be contrary to the original design concept of providing a safe footway to and from the existing building and to and from the nearby library and, if approved, the development would be in conflict with the provisions of the Great Yarmouth Borough-Wide Local Plan which seeks to ensure the retention of satisfactory means of access for pedestrians (including the disabled) in the interests of pedestrian safety. |
