1.Policy TR22 of the Modified Deposit Version of the Borough-Wide Local Plan states that in areas of 'residential and/or holiday accommodation' identified on the Proposals Map, development of vacant plots, and reconstruction, extension or alteration of buildings that requires the grant of planning permission will be permitted if the applicant can demonstrate that: (A) the local highway network would be capable of accommodating traffic attributable to the proposal; (B) the development would be adequately serviced; (C) car parking can be provided in accordance with the Council's parking and servicing standards set out in Appendix X to Chapter 3 of the Plan; (D) the proposal includes adequate private amenity space; and (E) the proposal is unlikely to be affected by coastal erosion. The proposal does not meet these criteria in view of the sub-standard nature of the unadopted roadways serving the site and would, consequently, be contrary to the provisions of the Modified Deposit Version of the Borough-Wide Local Plan. continued on next page :-
2.The proposal, which in effect will amount to the creation of a new permanent dwelling, is contrary to Policies H8 of the Norfolk Structure Plan and HOU9 of the Modified Deposit Version of the Borough-Wide Local Plan which do not permit housing development in the countryside except in special circumstances that do not exist in this instance. Moreover, an appeal was dismissed in 1996 against the refusal of permission for a similar proposal on an adjacent plot, and since that time no improvements to the infrastructure of The Glebe have been implemented.
