1.	The proposal is contrary to Policy TCM18 of the Modified Deposit Version of the Borough-Wide Local Plan in that the lack of turning facilities within the site would lead to vehicles reversing onto and manoeuvring on the public highway, resulting in conditions detrimental to highway safety on a particularly heavily trafficked local access route. Furthermore, visibility from the proposed access is severely restricted and would be likely to cause hazard and inconvenience to users of the public footway. It is also considered that permission, if granted, would be likely to set an undesirable precedent for further similar proposals in the vicinity of this site.
