The proposed seating area is situated in close proximity to to the junction of St. Nicholas Road and the Market Place where the carriageway and footway are of a flush construction and where the number of vehicular turning movements are particularly heavy. Consequently it is considered that the proposal is unacceptable as it would be detrimental to the safety of both pedesrians and highway users as well as to the users of the proposed outsde seating area.
