1. | Policy H7 of the Norfolk Structure Plan states that, in villages not satisfying the criteria of Policy H5, housing development will normally be limited to individal dwellings or small groups of houses which would enhance the form and character of the village. The proposal is contrary to this policy in that the erection of residential development on the site frontage would extend the existing development into open countryside away from the main core of the village and constitute a ribbon of dwellings detrimental to the form and character of this area of Filby. |
2. | The proposed development of the site would prejudice the outcome of the Borough- Wide Local Plan in that further proposed modifications are to be published not accepting the Inspector's recommendation for the extension of the development limit of the village and the allocation of land for residential development.It is considered unacceptable to extend the built up limits of the village of Filby into the open countryside to the detriment of the character of the locality and contrary to the provisions of Planning Policy Guidance Notes 3 and 7 relating to housing and development in rural areas. |
3. | In the light of the proposed further modifications to the Great Yarmouth Borough-Wide Local Plan, the proposal is contrary to crieria (A) of Policy HOU6 in the Modified Deposit Version of the Great Yarmouth Borough-Wide Local Plan for the reasons stated in 1. and 2. above.
