1.The property is unsuitable for conversion and use as two residential flats in that it is situated in close proximity to the rear of other dwellings and without any proper road frontage and if approved would give rise to an unneighbourly form of development which would result in a loss privacy to the occupiers of the nearby dwellings particularly as access to the top floor would be by way of an external stairway. Furthermore because the property is adjoined by commercial premises and has a restricted area of private amenity space it is considered that the nature and location of the site are such that the proposed dwellings would not afford the standard of residential amenity normally looked for in new residential development.
2.The proposal constitutes an inappropriate use of a restricted back-land site which could be more satisfactorily redeveloped in connection with the adjoining land on a comprehensive basis and if approved would be likely to perpetuate the existing obsolete layout of land in the locality.
