1.	Policy BNV4 of the Deposit Version of the Great Yarmouth Borough Wide Local Plan states that the Council will notify the Secretary of State that it would be willing to grant listed building consent for the demolition of a listed building only when an applicant is able to demonstrate exceptional circumstances justifying the proposed works. Such exceptional circumstances have not been demonstrated here that would warrant the Borough Council permitting the demolition of this important listed building particularly as, were this to be allowed, there is no approved scheme or contract signed for the redevelopment of this site.
