1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.This permission relates to the area shown on the revised site location plan (191-PP-001-A) only. No development whatsoever may be carried out outside of this area unless first agreed in writing by the Local Planning Authority. The reason for this condition is:- The amended plans remove all details for this area and as such it does not form part of the application.
3.All works are to be carried out in accordance with the revised drawings received on the 27th July 2015, the pit shall be built in accordance with drawing no. 191/PP/02 received on the 5th June 2015. The reason for the condition is:- For avoidance of doubt.
4.The external wall repairs and works are to be carried out in accordance with the detail provided on the 30th July 2015 under the heading 'External Wall'. Notwithstanding the sections stating drawings to be developed the works may commence in the absence of such drawings. The new door openings are to be brick arch with steel beams to match existing as shown on approved drawings submitted as part of this application unless otherwise agreed with the Local Planning Authority. The reason for the condition is:- For avoidance of doubt.
5.The internal wall works are to be carried out in accordance with the detail provided on the 30th July 2015 with the exclusion of the sliding wall partition and insulation. The reason for the condition is:- For avoidance of doubt.
6.Notwithstanding condition 5 of this permission the sliding wall partition as indicated on drawing 191-PP-02-A and the insulation referenced within the additional information submitted on the 30th July 2015 is not to be installed without the details being supplied to and approved by the Local Planning Authority. The reason for the condition is:- To ensure that the sliding screen and insulation can be affixed to the listed building appropriately without damaging the special architectural character and merit.
7.No work is to be carried out to the roof until full details, including drawings, showing the extent of the works proposed are submitted to and approved by the Local Planning Authority. The details are to include details of new roof light including materials, insulation (thermal and sound), colour, glazing, physical attachment to building, details of the roof repairs and insulation (thermal and sound), and all other proposed works which are to be carried out to the roof. The reason for the condition is:- To ensure that the buildings special architectural character and merit are not compromised.
8.No work is to commence to the new entrance doors or external doors until full details and plans have been submitted to and agreed by the Local Planning Authority. The reason for the condition is:- Insufficient details have been provided.
9.Work to install heating and ventilation cannot commence until full plans and details are to submitted to and approved by the Local Planning Authority. The reason for this condition is:- Insufficient details have been provided.
10.The premises shall not be open outside of the following hours: 09:00 - 23:00 hours Monday to Sunday. The reason for the condition is:- In the interest of the amenities of the nearby residences.
11.The use hereby permitted is for an arts centre use only as shown on the approved plans and noted within the 'Planning Application Applicants Statement' received on the 5th June 2015. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting the order) the use of the premises shall not change without the prior written consent of the Local Planning Authority . This permission does not grant B1a or B1c use under the Use Classes Order 2015. The reason for the condition is:- To ensure that the development is carried out in the manner envisaged by the Local Authority.
12.The building may be hired for private functions parties or corporate events no more than 6 times in any 12 month period. The reason for the condition is:- To ensure that the development is carried out in the manner envisaged by the Local Authority.
13.No work is to commence on the new stairs until details of materials, appearance and attachment to building are submitted to and approved by the Local Planning Authority. The reason for the condition is:- To ensure that the stairs are in keeping with the historic character of the building.
14.No works shall commence on the fitting of the electrical head, electrical cupboard or emergency lighting until details have been submitted to and approved by the Local Planning Authority, The reason for the condition is:- To ensure that the location and appearance are in keeping with the historic character of the building.
15.This permission does not grant permission for screens to be erected or the repaving of the external area to the southern (front) elevation of the building. The reason for the condition is:- In the absence of details the suitability of enclosure and re paving cannot be assessed.
16.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
17.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria set out in the adopted Great Yarmouth Borough-wide Local Plan.
